Pho pasteur is my go to Vietnamese restaurant in Saint Paul. The menu has a large, labeled, vegetarian section and the staff are super knowledgeable about what is vegan vs. vegetarian and are willing to make accommodations. This is a great spot for big groups, small groups, new visitors or long time residents. The food is always good, well priced, with great portions. Can't recommend enough!
We are regulars here and love it! We have tried a few things and now we always get the Mock Duck Lo Mein and the Veg Roll-Rolls. If you don't know about roll-rolls.. they are amazing: A fried spring roll rolled up inside a fresh spring roll. Amazing! Only for dine-in and I don't think it's on the menu, actually.. but we get them every time. Now you know. I also love the blended Lychee Boba Tea! We find the staff here absolutely lovely. They are super friendly and great to chat with (when not completely swamped with take-out orders). They recognize us now and remember our usual.

It has been my usual experience that Vietnamese restaurants in St. Paul turn out some good stuff for us, so wanted to warn people that this was an exception to that rule. Lemonade was fresh and DELICIOUS. Otherwise, not good.
Server would not write down our order and had to return and ask us about it a couple of times.
Veg eggrolls looked really different than usual -- I think baked rather than fried? Insides were mush. Friend got the 26 - tofu pad thai. (It did contain egg, as pad thai usually does.) Said it was just OK.
I got the #20 - mi xao tofu. Noodles tasted like fish! Really gross, couldn't eat. Nice young man came by at end to clear table and noticed mine was untouched. Said "Everything all right?" I said, "No, it really wasn't." He shrugged and walked away. This wasn't even especially cheap - $35 plus tip. (I like to try restaurants twice before giving up on them, but am not sure I can bring myself to go back there.)
Recently went to a meeting that served Pho Pasteur’s vegan banh mi (sandwiches) and they were ok, so I decided to try it again. My friend had the bun chay with mock duck, which was perfectly good. (It’s a dish that most Viet restaurants here have - standard but good.) I had a tofu and vegetable dish that was awful. No sauce, no spice. It was like they threw some veg and tofu in a steamer. I give up on this place.
