Since there no real vegan eateries in Dumaguete. I sometimes end up in Pasta King. If you can lower your standard to lacto-ovo vegetarian then they will bring you the best vegetarian pizza as well as Spaghetti and marinera sauce. Make sure they know you don't eat fish or it might be in your spaghetti sauce. This is real Italian food. Highly recommended. Since 2019 there has been an increase in vegetarian and even some vegan food choices in Dumaguete. I ignore Dauin since that is a separate town catering more to non-Asian people coming for diving.
