This is one of the many milk tea places in the area that uses “non-dairy creamer” (Coffee Mate) as the basis for their milk teas, which contains milk. The only vegan option here is fruit tea. If you want boba, I can verify that M-Saigon Kitchen on the other side of S. Burlington actually has vegan options; their brewed milk teas can be made with plant milks (staff are knowledgeable as well).
