I ate here several times in July '08 & it was good. Nice ambience & staff & good food. Prices in USD didn't bother me, esp when I ate there my first day in Vietnam & was still totally confused by the dong exchange rate. Yes it is aimed at westerners & that can be a good thing. Sometimes it's nice to have a place that is more like what you are used to at home. Same as Asian people eating at Asian restaurants when they visit western countries. Good luck to them.
