This is a type of place that I have encountered in various locations in Latin America -- cheap, generally nice people, a haven for vegetarians, with food that is never offensive, though at times can be bland. As of my visit today, it's still $3 for a set lunch. They give you two main dish options, and you get soup and drink -- a great deal for Quito. The woman was really nice. I did not inquire about vegan options, but what I received was very likely all vegan. The worst thing that could happen is that you will be unexcited by your food and the ambience, but it's likely you will get a filling, fresh, and reasonably good meal at a relaxed place at a bargain.
