A small all-vegan cafe located in the Zona Sur serves mostly freshly made-in-house juices and sandwiches, but you can also find saltenas (a local specialty - an empanada stuffed with lentils and spices).

delicious salteñas! - Edit
I live in La Paz, and since trying to eat plant-based and whole-food, it's really really hard to find street food that I can actually eat... but these salteñas are amazing! Totally vegan and, as of mid-2016, 6 bolivianos each (less than a dollar). In La Paz, salteñas are typically eaten around 10 am, so get them early as they often sell out by noon!
update march 2017: they have expanded their menu and offer now so many tasty burgers (the lentil is delicious, the quinoa pretty good), lots of fruit juices, a daily soup, and lots of salad and fruit options. they also have a vegan whipped cream that is a little too tasty to believe! and since in bolivia, there are very few vegan commercial products (like whipped cream), they must make it in their kitchen - even more admirable. ;) the prices are still very reasonable - our family of four, ordering 5+ dishes + juices + 2 soups, still eats for less than $20.
