An all-vegan restaurant offers a range of inexpensive dishes, including an affordable set plate that provides a mix of what's on offer: rolls (fried and not fried), dau fu (tofu) and various local vegetables cooked in sauces. It's not in central Dong Ha but is still quite accessible in this small town. There is no English menu, but there are pictures. The set dish is an easy way to order a variety of food.

Great food, great price - Edit
It's worth moving away from the centre of town to try this place. The décor is Buddhist and the food is great. They have the usual rice with mixed veg, rolls and tofus but there are other options on the menu. I also tried some rolls, which were very nice.
Pros: good food, cheap
Cons: slightly away from town centre
