There is no vegan ramen because the noodles are made with eggs. The eggs are clearly marked in the english menu.

Local Tantan Ramen Place - Edit
Very nice Tantan Ramen place with a vegetarian (most likely vegan) option on tofu and soy milk base. A large portion (really filling) costs 1,200Y and comes with different veggies on top.

The vegetarian ramen is good , also have vegan rice with vegetables. The staff speak english and have a english menu, and explain you what you can or cannot eat. Also they are really kind.
