Fine dining from a cool chef - Edit
I was staying nearby and was lucky someone else had already found this and put it on happy cow, the chef was a lovely lady who made a meal perfect for a cold snowy night. For a vegan in Toyama or travelling through you will definitely appreciate this place like I did.
Pros: Friendly chef and service., Elegant setting and menu.

Elegant Vegan Set - Edit
Stopped by here for dinner, in which they offer a set menu that has 5 courses. For individuals it's $30 and a set for 2 is $50, a bit pricey but we didn't mind splurging and the food was plentiful and delicious. The owner is friendly and professional, explaining every dish to us thoroughly, she spoke good English. Our set came with an appetizer, soup/chili, main dish (a pasta), dessert (sweet bread), and tea, everything was made vegan for us and we felt fancy.
