This place left me feeling really annoyed
The food was okay but felt that the portions were small and overpriced
There was zero atmosphere, terrible music and the staff were okay but one particular waiter was rude and openly belching
When the bill came they had charged us for 2 wet napkins which they had placed in front of us at the beginning (there are no actual napkins anywhere) plus VAT, which was unexpected
After being in Vietnam for a month, this one of the most expensive meals we had and left me feeling the most disappointed

It was just the normal stuff: rice dishes, noodles, salads, soups, juices. Nothing special, but good enough! It was cheap.

Food is average. Decor is hipster cool / much better than average. They add gratuity or service or VAT to the check, which is atypical but not going to break your bank. Portion sizes seem to have gone down in the past few months, and prices were moderate to begin with. They also do my least favorite Howell technique: dropping appetizers on your table, walking away, and hoping you eat them ("take the bait") so they can tack it onto your bill. Between that, the 10% added AND charging for wet-naps (no dry napkins available), it feels like you're being nickle-and-dimed. There's a vegetarian rice place directly across the street (com chay tien thanh at 54 Co Bac) where you can get a big plate of all sorts of different yummy tofu, veggies, and soup for 20k ($1)... that's usually where I eat.
Pros: food is good, servers are very nice & speak English, cute interior

A must-visit! - Edit
This place is a gem and deserves more foreign customers. They have a great picture menu in Viet/English. Nice selection and easy to try more exotic or obscure side dishes. Friendly staff and superb, filling food. It's only a 10-15 minute walk from the tourist Pham Ngu Lao tourist area. Open until 10 p.m. daily.
