Limited but very nice lunch options - Edit
We wanted to come here for the bread - read somewhere on Google that it was crusty and European style (spoiler: it’s not, all soft and mushy like elsewhere in Taiwan..). Went for two of the three vegan options instead: Fried rice with vegetables and pineapple which is like a herby risotto, very tasty, and pesto noodles, with a hint of Thai basil and a generous amount of veggies, all freshly made and confirmed vegan by the staff. One could also order the pizza without cheese or the bread selection with sweet spreads. Each dish was $150 so good value for money

Vegetarian dining near Sun Moon Lake - Edit
This is a bakery and cafe in the small village of Checheng, at the end of the Jiji railway line. There are two locations: one in a large former lumber shed (which includes a museum) and another next to the town's only 7-11. In addition to a vast variety of beverages, fresh breads and pastries, the menu includes pizza (with cheese) and three vegan main dishes: wonton soup, fried rice and pasta pesto. The food is tasty, the portions adequate, and the service is friendly and efficient. Note that this is one of only several restaurants in town and the only one that doesn't serve meat..
