Good Beer and Cozy Place - Edit
I am not sure the place is very vegan friendly, but it sounds like one of the best spot in town to have a hot drink.

Gazpacho and grilled veg - Edit
On our way to Portugal we spent the night in Saintes and stopped at La Musardière for diner. Restaurant has a nice terrace with including courtyard. Menu offers some veggie/vegan options.
