Great value for a nicer lunch - Edit
I come here often for lunch meetings since I work nearby. At the moment, they have four vegan options in their lunch menu (so more than 50% is vegan!). Many locals choose the vegan option as well. Great good for around 1500-1700 yen, and there is a drink bar included.

reasonable lunch with wine near the National Diet of Japan - Edit
Japanese restaurant Kigi located on the first floor of the APA Hotel Pride offers seasonal menus which change regularly, but a half of them is usually vegan.
Read moreI went there for lunch and ordered a Soy meat Cutlet, which was somehow very juicy and tender.
You can have a refill of rice and soup, and a self-service free beverage includes wine, detox water with yuzu and coffee.
1500 yen for all this is unbelievably reasonable, so I will definitely come back, but the restaurant is often closed for a private event for lunch and dinner (they have a vegan course dinner for 5500 yen), so call or see their Google Map for availability.
