The map on HappyCow doesn't show the correct location of this place - it's on RUE da Estrela, on the other side of the nearby park (which is called Jardim da Estrela).
The place had no vegan options when we went.

Tea In The Park - Edit
We stumbled upon this one afternoon, having taken a rattling tram up the hill and saw the park was open. The setting is so picturesque with the pond and ducks just outside, where there are also tables and chairs. Inside the setup is informal, the staff friendly and more than willing to share their preferences for items on the menu. There are non-veggie and vegan options, but more than enough choice to make a meal an interesting exploration. The daily revised lunchtime menu, written on the chalkboard, was all vegetarian so far as I could tell. The clientele varied, students, dog walkers and couples. The wifi access worked and someone even had a power lead trailing across the room to their laptop; something not allowed in our health and safety obsessed society.

Cons: Food not clearly labelled vegetarian
