Izzy’s is actually open despite what this says. We went both days of our visit to Portsmouth.

The place is cute and the young people working are just lovely! Very highly recommend!

Very good vegan ice cream - Edit
Really very good vegan ice cream, and a few different flavors to boot. Honestly we do appreciate any ice cream place that does non-dairy when it isn’t just fruit ices or whatever, but Izzy’s was particularly nice on a hot summer day

For COVID, they've moved the counter out to the street like a take-out window.

Service was friendly and quick.
The vegan options were small but diverse (some places only do sorbet).

pleasant surprise in an area without many other vegan ice cream options - Edit
I was pleased to find this ice cream shop offering a couple new vegan flavors. I tried both chocolate and strawberry and they were quite good. I preferred the chocolate a bit more due to its smooth consistency. The strawberry had actual full strawberry pieces in it, which was interesting, but a bit awkward to eat because they were frozen. Looks like they may rotate the flavors, so I'd be interested to stop in again next time I'm in the area.
