Nice view. Went for brunch and it was really delicious, not as many vegan options but at least the one i tried was good in portions and taste.

Nice Beach Restaurant - Edit
Nice local restaurant with consistently good food. The outside seating has a great view of the beach and Hermosa Pier. I can recommend the following options: Tofu scramble (I request brown rice in place of the tortillas), Vegan Tacos with rice and beans, Vegan Avocado Wrap.
