五观食堂 is located at basement 1 of Buddha Tooth Relic Temple. Offers white/brown rice or bee hoon/noodles, and eat it with dishes like broccoli, cauliflower, kailan, brinjal, curry, samosa. Also serves daily specials like hor fun, laksa, loh mee. Open Mon-Sun 9:00am-3:00pm.

Lots of seating, aircon and cheap. - Edit
If you don't look carefully, you might miss it. The canteen is at the basement of the popular tourist attraction, Buddha Tooth Relic Temple. There are daily specials (as with many other stalls in Singapore) and mixed rice dishes. $3 for the daily specials. Cheap considering its in the city.
