Had the couscous I am somewhat confident it was vegan - Edit
The couscous I had was very tasty. Afterwards I asked if they had any vegan desserts and the person serving me offered me [dairy] ice cream. My confidence got a bit shook about my main meal but was reassured it was vegan.

Rare Windhoek Restaurant with Vegan Food - Edit
I spent several weeks looking for a restaurant with vegan options. This was the best I found. It is on Independence and overlooking Zoo Park (a park, but no zoo). Tons of flies in the afternoon make it kind of a bummer, but the food is good and they are willing to alter.
