Serves meat, vegan options available. Breakfast buffet on the ground floor of the Oriental Hotel in Fukuyama open to the public. Offers vegan dishes made with local produce including miso soup, Japanese country-style dishes, onigiri (rice balls) with choice of vegan toppings, salads with vegan dressings and bread rolls. Open Mon-Sun 6:30am-9:30am.

A buffet breakfast buffet in Japan vegans can get their teeth into! - Edit
Cafe Rest Montrose's breakfast buffet has won several awards for its sustainable practices, such as supporting local food producers and utilizing byproducts from food production (search "FOOD MADE GOOD Japan Awards" for more details). In late 2024, the manager and her staff made a concerted effort to expand the number of vegan options offered.

As well as committing to include at least 3 or 4 vegan dishes among the handmade Japanese homestyle dishes on offer each day (separate from salad), you can make your own vegan miso soup and there are multiple vegan toppings to pop on your onigiri rice balls. Salad dressings are also vegan (made using veggies that would otherwise be thrown away.) The local bakery they work with has also started to provide cute, little vegan bread rolls - a nice example of how their new service may create vegan-friendly ripples beyond their own restaurant.
Cafe Rest Montrose is located inside the Oriental Hotel near Fukuyama Station and Fukuyama Castle but is open to anyone. The Anchor Hotel, a few meters away, offers a free vegan sandwich for breakfast, which you choose to eat in or take to-go, so, I recommend staying at the Anchor but having your breakfast at Montrose and taking your sandwich to-go for a mid-day snack.
