It's quickly become my favorite place to eat in Hanoi, due to the warmth and generosity of the family that run it, the variety of dishes which change daily as well as the price. It's a small buffet style com binh dan restaurant that has been open for around 4 months)as of March 2016) which is run by a Buddhist family. They serve a mixture of salad, vegetable, tofu, soups and mock meat dishes and you also have the choice between white and brown rice with black beans. It's only 30,000vnd per person (including tea) and for this price I think the food is excellent, and I've everyone I've ever taken to eat there (both vegan and non vegan) have enjoyed the food. The number of dishes can vary day to day, but generally the busier it is the larger the range of dishes that are available. I'd recommend arriving before 12:30pm but they usually stay open until sometime between 2:30 - 3pm There are signs in Vietnamese and one in English in front of the restaurant but as it's such a small place It can still be quite difficult to see from the road, especially as there are sometimes a lot of bikes parked out in front.
