It is headed: &#8220;University College again mentioned,&#8221; and it is as follows\u2014 At the Clerkenwell Police Court yesterday George Phipps, 29, labourer, of Albert Street, Kilburn, was charged on a warrant with stealing a wolfhound mongrel, the property of Frederick Smythe, at Doughty Street, on November 19. When this particular man was charged he pleaded not guilty and elected to go for trial. The trial, I think, has so far not taken place and, therefore, I do not propose to say a word as to whether George Phipps was or was not guilty of stealing the dog. But on the arrest of this man a Mr. Smythe appeared. Mr. Smythe was the owner of the dog and he said that the dog was last seen on his doorstep. After it had disappeared the witness made inquiries, and on Monday went to University College, Gower Street. He saw Dr. Verney, who asked him to call again. I would suggest that the Home Office should give instructions to the police to investigate the approaches to these different schools extremely carefully and to prosecute in any case in which they can find that a dog has been stolen or has been received knowing that it has been stolen, because the receiver is just as had as the thief. I will not go into the question raised by the noble Earl opposite about stray dogs, because that is really rather foreign to the Question which is now before your Lordships&#8217; House and which really only relates to stolen dogs. The question of stray dogs really comes more or less under the consideration of whether dogs ought to be vivisected or not. On November 20 a dog-thief had been convicted and sentenced to imprisonment, being found in the act of conveying two stolen dogs in a sack to the College. &#8220;Bob&#8221; having been kept locked up in Professor Verney&#8217;s kennels, the British Union helped Mr. Smythe to institute proceedings against the Professor as &#8220;receiver&#8221;, but the case was dismissed on the ground that &#8220;possession&#8221; could not be proved to him. This, the first such case, excited considerable interest, and questions\u00a0were immediately raised in the House of Commons, although the Home Secretary\u00a0declined to contemplate further action. Finally, anti-vivisectionist groups had damning\u00a0evidence of the pet-stealing they had warned against for many years. An orchestrated\u00a0campaign against animal experimentation was launched, and renewed efforts were made\u00a0to bring a Dogs Protection Act onto the statute books. At the beginning of 1927, letters\u00a0appeared in several leading newspapers asking dog-lovers to sign a petition to exempt\u00a0dogs from vivisection. Co-ordinated by the National Canine Defence League this became\u00a0the basis of a fresh Dogs Protection Bill. The petition claimed that dogs were used &#8220;for\u00a0demonstrations of a prolonged and agonising nature&#8221;, which prompted a medical MP to\u00a0seek verification and explanation of such allegations. What did get wide circulation were allegations of cruelty and\u00a0suffering. The BUAV produced an emotional pamphlet called Watch your pets exhorting\u00a0people to protect their dogs, as strays were always wanted by vivisectors. Quoting\u00a0selectively from the official Home Office statistics, they claimed that over 200,000\u00a0animals had been operated on, the vast majority without anaesthetics. The sensational \nphrase &#8220;they boil dogs alive&#8221; appeared. And in a smart tactical move the London and\u00a0Provincial Anti-vivisection Society advertised the petition on the back of entry forms for\u00a0Cruft&#8217;s Dog Show, thus reaching a guaranteed audience of dog-lovers. It is headed: &#8220;University College again mentioned,&#8221; and it is as follows\u2014 At the Clerkenwell Police Court yesterday George Phipps, 29, labourer, of Albert Street, Kilburn, was charged on a warrant with stealing a wolfhound mongrel, the property of Frederick Smythe, at Doughty Street, on November 19. When this particular man was charged he pleaded not guilty and elected to go for trial. The trial, I think, has so far not taken place and, therefore, I do not propose to say a word as to whether George Phipps was or was not guilty of stealing the dog. But on the arrest of this man a Mr. Smythe appeared. Mr. Smythe was the owner of the dog and he said that the dog was last seen on his doorstep. After it had disappeared the witness made inquiries, and on Monday went to University College, Gower Street. He saw Dr. Verney, who asked him to call again. I would suggest that the Home Office should give instructions to the police to investigate the approaches to these different schools extremely carefully and to prosecute in any case in which they can find that a dog has been stolen or has been received knowing that it has been stolen, because the receiver is just as had as the thief. I will not go into the question raised by the noble Earl opposite about stray dogs, because that is really rather foreign to the Question which is now before your Lordships&#8217; House and which really only relates to stolen dogs. The question of stray dogs really comes more or less under the consideration of whether dogs ought to be vivisected or not. On November 20 a dog-thief had been convicted and sentenced to imprisonment, being found in the act of conveying two stolen dogs in a sack to the College. &#8220;Bob&#8221; having been kept locked up in Professor Verney&#8217;s kennels, the British Union helped Mr. Smythe to institute proceedings against the Professor as &#8220;receiver&#8221;, but the case was dismissed on the ground that &#8220;possession&#8221; could not be proved to him. This, the first such case, excited considerable interest, and questions\u00a0<\/span><span style=\"color: #ff0000;\">were immediately raised in the House of Commons, although the Home Secretary\u00a0<\/span><span style=\"color: #ff0000;\">declined to contemplate further action. Finally, anti-vivisectionist groups had damning\u00a0<\/span><span style=\"color: #ff0000;\">evidence of the pet-stealing they had warned against for many years. An orchestrated\u00a0<\/span><span style=\"color: #ff0000;\">campaign against animal experimentation was launched, and renewed efforts were made\u00a0<\/span><span style=\"color: #ff0000;\">to bring a Dogs Protection Act onto the statute books. At the beginning of 1927, letters\u00a0<\/span><span style=\"color: #ff0000;\">appeared in several leading newspapers asking dog-lovers to sign a petition to exempt\u00a0<\/span><span style=\"color: #ff0000;\">dogs from vivisection. Co-ordinated by the National Canine Defence League this became\u00a0<\/span><span style=\"color: #ff0000;\">the basis of a fresh Dogs Protection Bill. What did get wide circulation were allegations of cruelty and\u00a0suffering. The BUAV produced an emotional pamphlet called Watch your pets exhorting\u00a0people to protect their dogs, as strays were always wanted by vivisectors. Quoting\u00a0selectively from the official Home Office statistics, they claimed that over 200,000\u00a0animals had been operated on, the vast majority without anaesthetics. The sensational<br \/>\nphrase &#8220;they boil dogs alive&#8221; appeared. And in a smart tactical move the London and\u00a0Provincial Anti-vivisection Society advertised the petition on the back of entry forms for\u00a0Cruft&#8217;s Dog Show, thus reaching a guaranteed audience of dog-lovers. TANSEY<\/strong><\/h4>\n<h4><\/h4>\n<h4 style=\"text-align: center;\"><span class=\"ez-toc-section\" id=\"_University_College_London_was_a_notoriously_bad_place_for_dogs\"><\/span>\u00a0<strong>University College London was a notoriously bad place for dogs<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n<h4>In 1902\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Lizzy_Lind_af_Hageby\" title=\"Wiki - Emilie Augusta Louise &quot;Lizzy&quot; Lind af Hageby (20 September 1878 \u2013 26 December 1963) was a Swedish-British feminist and animal rights advocate who became one of England's most prominent anti-vivisection activists. \"  target=\"_blank\" rel=\"external nofollow\">Emilie Augusta Louise &#8220;Lizzy&#8221; Lind af Hageby\u00a0<\/a>&amp;\u00a0<a href=\"http:\/\/www.brown-dog.info\/about\/brown-dog-affair\/\" title=\"Lind af Hageby and Schartau showed their diary, at that point still unpublished, on 14 April 1903 to the barrister Stephen Coleridge (1854\u20131936), secretary of the National Anti-Vivisection Society (NAVS), and son of a former Lord Chief Justice of England. Coleridge\u2019s attention was drawn to the account of the brown dog, because the Cruelty to Animals Act forbade the use of an animal in more than one experiment. Yet it appeared that the brown dog had been used by Starling to perform surgery on the pancreas, used again by him when he opened the dog to inspect the results of the previous surgery, and used for a third time by Bayliss to study the salivary glands.\"  target=\"_blank\" rel=\"external nofollow\">Leisa Katherine Schartau<\/a> had seen\u00a0a brown terrier dog vivisected there.<\/h4>\n<h4>This became known as &#8211; &#8216;<a href=\"http:\/\/en.wikipedia.org\/wiki\/Brown_Dog_affair\" title=\"Wiki - The controversy was triggered by allegations that, in February 1903, William Bayliss of the Department of Physiology at University College London had performed an illegal dissection before an audience of 60 medical students on a brown terrier dog \u2013 adequately anaesthetized, according to Bayliss and his team; conscious and struggling, according to the Swedish activists. \"  target=\"_blank\" rel=\"external nofollow\">The Brown Dog Affair<\/a>&#8216;.<\/h4>\n<h4 style=\"padding-left: 60px; text-align: justify;\"><span style=\"color: #800080;\">~ The women&#8217;s college did not perform vivisection, but students there had visiting rights at other colleges, so they visited King&#8217;s College and University College\u00a0\u2013 the latter a centre of animal experimentation\u00a0\u2013 to observe and maintain a diary of the experiments. ~<\/span>\u00a0&#8211;\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Lizzy_Lind_af_Hageby\" title=\"Wiki - In April 1903 the women showed their 200-page diary to Stephen Coleridge (1854\u20131936), secretary of the British National Anti-Vivisection Society. It contained one allegation, in a chapter called &quot;Fun,&quot; that caught his eye, namely that a dog had been operated on multiple times over a two-month period by several researchers, then dissected \u2013 without anaesthesia, according to Lind af Hageby and Schartau \u2013 in front of an audience of medical students. \"  target=\"_blank\" rel=\"external nofollow\">Source<\/a><\/h4>\n<h4 style=\"text-align: justify;\">Our\u00a0<strong><a href=\"http:\/\/www.henrysalt.co.uk\/friends\/ernest-bell\/ernest-bell-times-obituary\" title=\"Since 1874 Bell had been a convinced vegetarian, and in that same year he became the hon. secretary of the local Society for the Prevention of Cruelty to Animals at Hampstead. He was chairman of the National Anti-Vivisection Society; was a prominent member of the Humanitarian League, which he joined within a few months of its formation; was on the council of the Royal Society for the Protection of Birds; and also on the council of the National Canine Defence League. He was treasurer of the Pit Ponies Protection Society, of the Cats Protection League, and of other animal societies, and until recently was proprietor and editor of the Animals\u2019 Friend magazine. \"  target=\"_blank\" rel=\"external nofollow\">Ernest Bell<\/a><\/strong>\u00a0was deeply involved in &#8216;The Brown Dog Affair&#8217;.\u00a0<strong>Ernest Bell<\/strong> was also a co-founder &amp; a\u00a0council of the\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Dogs_Trust\" title=\"Wiki - The National Canine Defence League (NCDL) was founded in 1891 at a meeting during the first Crufts show chaired by Lady Gertrude Stock. The NCDL campaigned against vivisection, unnecessary muzzling and prolonged chaining, as well as providing care for stray dogs. It also campaigned against cruel treatment of dogs by railway companies, who often refused to provide water for dogs. More unusually, in the 1920s, it provided AA wardens with pistols. This was because dogs and other animals were often involved in car accidents, and the pistols were provided to allow the wardens to euthanise the animal as a last resort in the worst cases.\"  target=\"_blank\" rel=\"external nofollow\">National Canine Defence League<\/a>\u00a0&#8211; which is now known as\u00a0<a href=\"http:\/\/www.dogstrust.org.uk\/about\/default.aspx#.Ux7jbz-SxmM\" title=\"Founded in 1891, Dogs Trust (formerly the National Canine Defence League) is the largest dog welfare charity in the UK. In November of 1926\u00a0Ernest Basil Verney FRS (22 August 1894 &#8211; 19 August 1967) was about to experiment on &#8220;Bob&#8221; at University College London\u00a0&#8211;\u00a0&#8230;..somehow they forget to mention anything about this in their history page! &#8220;Bob&#8217;s&#8221; story &#8230;&#8230;was told in the London U.K. \u00a0House of Lords\u00a0on 8 December, 1926 &#8211; quoting other cases &amp; also quoting the London Times newspaper&#8230;. EXPERIMENTS ON STOLEN DOGS. \u00a0House of Lords Debate 08 December 1926 vol 65 cc1345-54 LORD BANBURY OF SOUTHAM said &#8211; ~\u00a0&#8230;..the report of a further case appeared in The Times of December 2. It is headed: &#8220;University College again mentioned,&#8221; and it is as follows\u2014 At the Clerkenwell Police Court yesterday George Phipps, 29, labourer, of Albert Street, Kilburn, was charged on a warrant with stealing a wolfhound mongrel, the property of Frederick Smythe, at Doughty Street, on November 19. When this particular man was charged he pleaded not guilty and elected to go for trial.
