Although they sell meat, it is a nice little organic store located in the city center where you can find the basics of vegan food, included vegan cheese and vegan mayonnaise, which in not so easy in Toulouse. Last but not least, opening times are very fair.

Centrally located health food shop and green grocer. Open from 10 am to 8 pm Monday to Saturday apart from opening at noon on Monday's.
While there is a big choice of vegetarian food available there is a small amount of meat products on sale. If it was 100% veggie I would definitely have scored it higher as there otherwise is a decent choice on offer.
At least 1 person there spoke English when I went
