Followed the directions, found the building, but not the restaurant. The phone number was not in service. I'm wondering if it's still there.
From the main street in Chisinau, face the Hotel Chisinau and turn right. The restaurant is 5 stops on troley buses 2 or 18. There are also buses / minibuses such as 112, 154, 175.
The restaurant is in a massive soviet style concrete shopping complex with "Budapest" in big letters on the roof. As you face the building, the restaurant is in the bottom left corner facing back on to the street.
Staff were pleasant and helpful enough in letting me know what is and isn't suitable for a vegan vegetarian. 100% egg free. All dishes are either vegan or can be prepared as vegan (some dishes have dairy produce and one has an option of honey).
The waitress I had was a Russian speaker from which the following expressions done the business:-
'Bez Malako / Bez Malako / Bez Krem / Bez Seer'
(Without milk / without butter / without cream / without cheese)
These may not be perfect Russian but going by the response of the staff it seems to have worked.
Pros: Only veggie restaurant in town, Very vegan veggie friendly, Inexpensive, pleasant staff
