Though many resteraunts seem only to have veggie starters/sides I found talking to the staff many were happy to combine things to make a main course or make something up off the menu. (In traditional Estonia places)

I would recommend going to Olde Hansa off the old town main square. (http://www.oldehansa.com/) There is only one veggie option (shown as 5 vegetables.. I thought it was a side dish originally). Wonderful mix of vegetables, lentils, vege & bread. The atmosphere & decor of the restaurant is not to missed... but they serve Bear Steaks which may put some people off.
